Professor Fiona Macaulay will be talking about the findings and transferable lessons from her recent book Transforming State Responses to Feminicide: Women’s movements, law and criminal justice institutions in Brazil.
Whilst the notorious wave of feminicides in Central America and Mexico has gone unchecked due to state indifference and an incompetent criminal justice system, Brazil offers - perhaps surprisingly - a more positive story. The state's response to high numbers of intimate partner feminicides has been transformed in recent years and resulted in significant improvements in the investigation, prosecution and prevention of domestic violence and of feminicide. The talk will outline the main contributory factors to that transformation, which include strategic action by the women's movement, innovation and capacity-building in the criminal justice system, changes in Brazilian law and jurisprudence, and the activity of policy entrepreneurs within the police and justice sector
Fiona is Professor of Gender, Peace and Development in the Department of Peace Studies and International Development at the University of Bradford. There, she is also Director of the Rotary Peace Centre. She studied for both her M.Phil and D.Phil at LAC, and was a post-doctoral research fellow at the Centre for Brazilian Studies in Oxford. Her areas of research are gender, public policy, politics, criminal justice sector reform and human rights, in Latin America generally, and Brazil specifically. She is chair of the Editorial Board of the Journal of Latin American Studies, a Fellow of the Royal Society of Arts, and an Associate of the Brazilian Forum on Public Safety, with which she has produced a training manual for police on how to improve responses to gender-based violence.
